Build! Once Again Build: Kazakhstan’s Construction Program to Boost Growth, Improve Living Standards

Kazakhstan is gearing up for a significant nationwide construction initiative, allocating nearly 6.5 trillion tenge (US$14.3 billion) for infrastructure development between now and 2029. This program, known as Khalyktyq Qurylys or the People’s Construction program, aims to bring about tangible improvements in people’s lives, as outlined by President Kassym-Jomart Tokayev.

Economic Context

The construction drive comes at a time of robust economic growth and expanding sectors, with Kazakhstan's gross domestic product growing by 6.5% in real terms in 2025. GDP per capita has seen a substantial increase, rising from $9,813 in 2019 to $15,006.4 in 2025. Construction, in particular, has been a prominent contributor to this growth, expanding by 17.5% in 2025.

Focus on Regional Needs and Quality of Life

The government's primary concern is to identify and prioritize regional infrastructure needs, aiming to create a comprehensive list of projects by the end of 2026. Prime Minister Olzhas Bektenov emphasized the need for coordinated efforts between government ministries and regional administrations, focusing on local roads, housing, educational institutions, cultural facilities, and medical infrastructure.

The program's goal is to improve living standards across Kazakhstan, ensuring that investments are not concentrated solely in urban centers but also benefit rural areas.

Job Creation and Business Opportunities

Beyond physical infrastructure, this construction project is poised to unlock new economic avenues, including job creation, business development, and cooperation between domestic and international companies.
