Phoenix City Council approved CORE Construction, Inc. as the Construction Manager at Risk (CMAR) for the new Cactus Park Precinct, advancing a major public safety project funded through the 2023 General Obligation (GO) Bond Program. The approval moves the project into the preconstruction phase and strengthens ongoing efforts to improve public safety services through modern city facilities in northwest Phoenix.

Replacing the aging building on North 29th Avenue and West Cactus Road, the Cactus Park Precinct project includes:

  • Construction of a new state-of-the-art main facility
  • A stand-alone mechanic shop
  • Firearms training range
  • Fuel facilities
  • Solar-covered parking designed to offset the facility’s electrical usage

The new precinct also introduces 21st-century policing with a Real Time Operations Center, where trained staff will monitor public-safety technology and real-time data streams to support officers in the field.

The new campus will sit on a 12.5-acre lot at 3035 West Thunderbird Road and will incorporate sustainable design elements aiming for a LEED Silver scorecard standard. Over 2,500 tons of demolition materials were already diverted from landfills during site preparation.

In July 2026, the City Council approved Arrington Watkins Architects, LLC to design the new state-of-the-art precinct. With CORE Construction now selected, the project team will delve into detailed planning, early cost estimating, and construction phasing.

Funding for the precinct comes from the 2023 GO Bond Program, which allocated $37.1 million for the project, reflecting the community’s support for investing in public safety infrastructure. Once complete, the new precinct will provide updated facilities for officers and staff, improve community access, and support long-term policing needs in northwest Phoenix.
