Construction has begun on a new cruise terminal at Naha Port in Okinawa, with operations targeted to start in March 2028.

The project is being developed by Cruise Port Naha, a joint venture between CTL Maritime and RCL Cruises, representing the interests of MSC Cruises and Royal Caribbean Group.

Representatives from Naha Port Authority, Royal Caribbean Group, MSC Cruises, and CTL Maritime marked the start of construction on the new Naha cruise terminal with a traditional Japanese groundbreaking ceremony.

Under a Cruise Hub Formation Agreement signed with Naha Port Authority in August 2026, the joint venture will develop and operate the terminal.

The facility will provide passenger handling infrastructure and is intended to increase Naha Port’s capacity to accommodate cruise ships and growing passenger volumes. Naha’s location also allows it to serve cruise itineraries across East Asia throughout the year.

The development follows Naha Port’s designation as an International Cruise Ship Hub Formation Port by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in 2019.
