Downtown Construction Moratorium Takes Effect for Holiday Season
Special to the Enterprise
Nov 2, 2026
The city of Davis announced today that there will be a holiday moratorium on any construction and roadwork that requires the closure of a street, sidewalk, or parking space in downtown Davis.
The city of Davis City Council adopted a resolution at its Oct. 6 meeting, establishing this Downtown Davis Holiday Construction Moratorium. The moratorium is intended to minimize non-essential, construction-related disruptions during this busy period in the downtown area. This moratorium will be in effect from Friday, Nov. 27, through Jan. 2, 2027.
During this period, the city will not issue encroachment permits or other authorizations for:
- Construction work
- Roadwork within the downtown area
- Any work requiring a traffic control plan or temporary closures, restrictions, or occupations of the public right-of-way
Exceptions to the moratorium include:
- Emergency work
- Work required by federal, state, or local agency order, court order, or permit condition that cannot reasonably be deferred
- Work necessary to maintain essential utilities or public services
- Work performed outside the public right-of-way without an associated closure or restriction
- Work specifically authorized in writing by the city
