Pipeline Construction Focuses On Safety, Communication And Traffic Flow
By Staff Report - November 3, 2026
Maribel Medina, planning and projects director for Tampa Bay Water, which supplies wholesale drinking water to Hillsborough County, Pasco County, Pinellas County, New Port Richey, St. Petersburg and Tampa, shares insights into the construction of the new South Hillsborough Pipeline.
As Tampa Bay Water progresses with the pipeline's construction, a meticulous process involving preparation, installation, inspection, and restoration ensures the safety of residents, shoppers, and drivers while maintaining traffic flow.
The Construction Process:
- Preparation: Crews locate utility lines, scrape roads, and dewater the area to prepare for excavation.
- Installation: The pipeline, ranging from 3 to 5 feet in diameter, is welded together underground.
- Inspection: Every weld is meticulously inspected to guarantee quality.
- Restoration: Crews repave roads, reinstall landscaping, and restore the work area to its original condition.
Timeline and Safety Measures:
The project aims to complete the 26-mile pipeline by end of 2028. 17 tunnels under roads and bodies of water will facilitate traffic flow and protect wildlife. For instance, a tunnel beneath State Road 60 at West Robertson Street was installed while traffic continued above.
Communication is Key:
- Digital message boards notify drivers of upcoming changes in traffic patterns two weeks in advance.
- Temporary signs assure nearby businesses and residents of their accessibility.
- Public safety officials, schools, hospitals, and medical providers are kept informed for efficient coordination.
