The City Council unanimously approved building code updates, including:
- Tenant Notice: Landlords of occupied residential buildings must give tenants a city form detailing construction work, dates, and potential impacts. Proof of delivery is required before permit application.
- Tighter After-Hours Construction Rules: Builders must adhere to stricter guidelines for working outside normal hours.
These changes aim to improve communication between tenants and landlords, and reduce construction-related disputes.
Background:
The updates primarily involve:
- Code Cleanup: Bringing local codes in line with the 2025 California Building Standards Code after AB 130 restrictions.
- Clarifying Seismic Retrofit: The city's mandatory seismic retrofit program remains unchanged.
Community Development Director Jing Yeo emphasized the importance of early communication between tenants and landlords to prevent disputes. She noted these updates are a first step, with further amendments planned to involve building inspectors and establish milestones and fines for non-compliance.
